The WPGA started is Handicap Chair Certification
Program in 2000 as a means of providing
education on the USGA Handicap System™ and tools
for club staff and committee members to handle
and implement handicap procedures locally. In
2002, the USGA adopted a requirement that all
clubs wishing to utilize the USGA Handicap
System™ and issue a USGA Handicap Index® to each
of its members must attend an educational
program conducted by the USGA or an approved
golf association. Each individual must also pass
a quiz demonstrating proficiency in the USGA
Handicap System™ and its procedures.

In conjunction
with the Club Licensing Program, all clubs must
have met these requirements by July 1, 2006 in
order to issue a USGA Handicap Index® to each
member. All WPGA Member Clubs fulfilled the
requirements and are authorized to use the USGA
Handicap System™.
The Association
has offered this seminar at least once a year
since 2000. In 2007, the USGA will conduct this
seminar on Wednesday, April 11 at Edgewood
