Thomas J. Meeks, the USGA Senior Director of Rules and Competitions, headlines the USGA Regional Conference at the Radisson Hotel, Monroeville, on February 23, 2004. Meeks will speak at 12:15 pm on USGA Championships: Site Selection and Set-Up.

Meeks, who has worked for the USGA since 1975, is responsible for course set-ups and officiating management at Opens, Senior Opens, and Amateurs. He was involved with the 1983 and 1994 Opens and last year's Amateur, all at Oakmont. A Rules of Golf expert, Meeks led the way in establishing the USGA's Rules of Golf Workshops throughout the country in cooperation with the PGA of America.
