In
preparation for the upcoming season, please review the Association's Revision
Schedule for the 2006 active season. Score posting will begin on April 1, 2006
and continue until October 31, 2006. All scores played in the Western
Pennsylvania region during this period are acceptable for handicap purposes.

There will be 15 revisions
in 2006. The USGA has approved a trial procedure for golf associations that
observe an inactive season to set a revision or revisions during this period.
The WPGA has adopted this procedure for 2006. The inactive season revision will
take place on January 10, 2006.
As part of this trial,
please note Decision 6-5/2 from the USGA Handicap System™. Following is the text
from this decision:
“6-5/2. Procedure When Multiple Club Member’s Handicap Index is Lower at Golf
Club With an Inactive Season Than at Club With Active Season
Q: A player is
a member of golf club A in Minnesota and golf club B in
Arizona. His
Handicap Index at club A was 15.2 when the season closed
on October
15. The golfer spends several months in Arizona playing golf
at club B
where his Handicap Index, based on his most recent 20 scores,
is 16.8.
Based on Section 6-5 he is required to play with his Handicap
Index of 15.2
until that revision changes the following April 15 at Club A.
Should not
the player be permitted to play with the Handicap Index of 16.8
which is
based on his most recent scores?
A: Yes. Since
the player’s Handicap Index at club B is based on his most
recent 20
scores, and that is not the case for his Handicap Index at club A
because club
A is inactive and not processing the Arizona scores, it would
be equitable
to use the higher Handicap Index.”
The USGA Handicap
System™2006-2007 will be in effect on January 1, 2006.
